Ethics, Public Service and National Development
Course organized and taught by ISP President Ralph R. Widner as a Fellow of the National Academy of Public Administration (USA) and a faculty member at the Institute of Public Administration in Tbilisi, Georgia. The course was team taught with two Georgians as part of a capacity-building initiative.

The course was structured around panetic principles and was designed to achieve panetic objectives, but neither the readings nor the course methodology were explicitly labeled as such.
